Sandwich a center 2x6 between two joists to build the box beam that carries picture-frame decking and handrails — then straighten out whatever bow or wave is in the lumber by driving a screw at an angle to lever the low section up flush, or tapping a high spot down with a hammer, before locking each board in place.

Picture-frame decking and handrails both need a straight, flush foundation to sit on, but lumber for a box beam — two joists with a center 2x6 sandwiched between them — is almost never perfectly straight out of the pile. A bowed or wavy board in that assembly telegraphs into every board that lands on top of it.
