Set Pavers on Two Inches of Base and One Inch of Sand
The layer stack under a paver is what keeps it flat: dig, level and tamp the trench, 2 inches of paver base tamped and wetted, then 1 inch of leveling sand. The paver goes on last and gets seated with a rubber mallet.
